COLUMBIA — It has taken about three years, but one South Carolinian finally received President Bush's signature to move forward with a plan to honor Gen. Francis Marion. Along with 56 other bills that make up the Consolidated Natural Resources Act of 2008, signed into law Thursday, is the Brigadier General Francis Marion Memorial Act. The memorial act is the foundation for John F.
