Duvall leaves on high note

Retiring Municipal Association of South Carolina director Howard Duvall bid municipal leaders farewell Friday and was rewarded with the association's highest award and good- natured ribbing about his dance moves. Duvall served six years as Cheraw's mayor and worked in state government before taking the association's reins in 1992. Since then, he has led the statewide organization that supports and lobbies for South Carolina's 270 cities and towns. During his watch, it grew from eight employees to more than 50, many of whom provide training, insurance services and other help to cities. With his family by his side, Duvall was given the Allison B. Farlow award, the association's highest tribute. Duvall recalled meeting Farlow — the late Myrtle Beach city councilman — during his younger days. Recognizing the emotion of the moment, Duvall chose to videotape his final report to the association's annual meeting, which was held this week in Charleston. Duvall cited some progress this year on its top two legislative goals — comprehensive tax reform and a loosening of the state's annexation laws — though action on both remain atop the association's wish list. Miriam Hair, currently the association's deputy executive director, will succeed Duvall on Oct. 1.
